Oregon Health Fund Board meeting

The Oregon Health Fund Board is developing a comprehensive plan to ensure affordable quality health care for every Oregonian.

The Board, comprised of seven citizens, was chartered under the Healthy Oregon Act (SB 329) during the 2007 Legislative session. Board members were appointed by the Governor and confirmed by the Oregon Senate to four-year terms.

The agenda for this meeting will be to hear public testimony as a full Board on draft comprehensive plan.

This panel will present the creation of Behavior Change Systems for healthy living by exploring the following three essential areas: (1) Theory—The Cognitive Psychology of Behavior Change, (2) Strategy—Systems Thinking Modeling (how you model ecosytems and values), and (3) Tactical—Examples of Behavior Change Systems (do’s/don’ts).

About the Panelists John Weiss is Executive Creative Director of WebMD Health Services, and his work is guided by purpose, passion, simplicity, beauty, innovation, and surprise. He is responsible for crafting online experiences that change behavior and ultimately improve lives. John oversees all aspects of design across digital and traditional mediums within the organization. With over 13 years of experience in interactive and experience design, John has built and led high performing design teams as the Director of Experience Design at Waggener Edstrom, and Experience Director at Ascentium. Through smart design that empowered their audience and strengthened their brand, he has designed compelling work for clients such as BMW, Microsoft, U.S. Air Force, T-Mobile, Subaru, Amazon, Motorola, GE, Disney, Honda, and Intel. John founded FiveEdge Media in 2003, a Portland/Seattle-based Experience Design agency that conceived, prototyped, and designed innovative visually compelling application and experience designs with great attention to detail for over 28 clients which led to a successful acquisition in 2008. John is deeply passionate about creating authentic experiences that are truly meaningful—experiences that are rooted in elegant design, built with innovative technology, and create lasting relationships and shape the future.

Katey Deeney is Director of Experience Design at WebMD Health Services, and she has almost 15 years of experience designing effective, delightful solutions to complex user challenges. She has researched, evaluated, and designed mobile, software, and web interactions for brands including Microsoft, Boeing, Amazon, and T-mobile. Her professional knowledge is complemented by advanced academic work; she earned her MFA from Savannah College of Art and Design and her MS from the University of Washington. As an educator, Katey has taught both design studios and lecture courses to graduate and undergraduate students. In addition, she has guest lectured for courses at the University of Washington in several academic departments, including the Information School, Human Centered Design & Engineering, and Communication in Digital Media.

Aaron Wasler is the Creative Director at WebMD and a multi-faceted designer whose work encompasses strategy, design, and technology. His projects have included the design of brand identity, catalogs, packaging, environments, exhibitions, interactive installations, websites, and user interfaces. Prior to joining WebMD, Aaron enjoyed various positions such as Design Director, SVP of Branding & Creative, Senior Art Director, and Senior Information Architect. Aaron has successfully built and led multi-disciplinary teams of varying sizes while creating award-winning work in a variety of design disciplines. During the last 15 years of his design practice and while working as a design educator, Aaron has developed new and innovative design research and methodologies. Most of all, Aaron is a passionate storyteller who truly believes in design thinking and the power of design to both inspire and inform. Aaron holds an MFA in Graphic Design from Maryland Institute College of Art and a BA in Design from Brigham Young University.

Portland Linux/Unix Group: Open Source Medical Informatics

Historically, implementation of electronic health records in medical offices have been problematic. Specifically, poor implementation of these products is the leading cause of failure of acceptance of EHRs in these offices. Implementation of EHRs in the small physician office remains poorly documented and this contributes to this failure rate. To address this need, OEMR (The OpenEMR Non-Profit) developed an internship experience with the Department of Medical Informatics and Clinical Epidemiology at Oregon Health and Science University to develop a road map for converting a small physician's office that is still using paper records to OpenEMR, an open source electronic health record, while using open source tools to implement and document the transformation. Documentation was made public on the OEMR wiki (at http://www.oemr.org/wiki/Going_From_Paper_to_Electronic) as a template for future implementations. This presentation is an overview of the documentation completed for the wiki. There are many paths to implementation, but the destination is meaningful use of the OpenEMR system.

Special Thanks: PLUG regular Keith Lofstrom was instrumental to the success of this project, not to mention Dr. Sam Bowen, MD in North Carolina and PLUG speaker Tony McCormick.

Diane Petersen is an emerging clinical informaticist, drawing from her formal education in clinical informatics and her extensive experience as a clinical pharmacist in a variety of settings. Having completed an internship leading and documenting the implementation of OpenEMR, an open source ambulatory electronic health record and practice management software application, Diane is in her last term of the Masters of Biomedical Informatics program at Oregon Health and Science University. She plans to apply her background and knowledge contributing to the improvement of managing healthcare data, and ultimately the improvement of patient care and outcomes.

Parasites constitute a global health problem of unimaginable magnitude. Two out of three people worldwide are afflicted with a parasitic disease, and most people who harbor parasites actually are afflicted with a multiplicity of diseases. The organisms that are considered traditional parasites are either protozoa, worms, or insects, although viruses, bacteria, and fungi also meet the classic definition of a parasite.

At this Science on Tap, Dr. Buddy Ullman, parasitologist at OHSU, will take a somewhat irreverent tour of the major time-honored parasites and describe where they live, how they reproduce, and what effect they have on humans. Warning: this talk will be both gross and fascinating!

However, recent investments have led to widespread use of electronic health records while advances in gene sequencing and other biotechnologies have now led medicine to be awash in data. While this data provides new opportunities for better understanding of health and disease, there are also many challenges to its effective use. In this talk, Dr. Hersh will describe the potential for Big Data in Healthcare and Biomedicine but also discuss the myriad of challenges for its effective use.

William Hersh, MD, FACMI, FACP is Professor and Chair of the Department of Medical Informatics & Clinical Epidemiology in the School of Medicine at Oregon Health & Science University (OHSU) in Portland, Oregon. Dr. Hersh is a leader and innovator in biomedical informatics both in education and research.

Dr. Jessice Brandes -- A board-certified Naturopathic Doctor, she earned her doctorate from the CNME-accredited National College of National Medicine. A former New Yorker, Jessica did her undergraduate work at NYU. She is a member of the AANP and the OANP and holds a certification in the use of advanced IV treatments from the IIVNTP.

Jessica lives in Portland with her software startup executive husband and twin boys. She maintains a hot yoga practice, experiments with paleo and ketogenic cooking and was once a NASM certified personal trainer.

JR Storment - J. R. Storment Co-founded Cloudability Inc. in 2011 and serves as its Chief Customer Officer. Mr. Storment is focused on ensuring that Cloudability’s customers succeed by promoting customer engagement, product education and advocacy. He held several startups and experienced firsthand the challenges of managing cloud costs. The first decade of his career was as web consultant helping businesses like Sothebys, Charles Schwab, and the Hawaii Tourism Authority define a customer-centric technology strategy for their web platforms.

Evan A Thomas, PhD, PE, MPH is an Associate Professor and Director of the Sweet (Sustainable Water, Energy and Environmental Technologies) Laboratory, and a Faculty Fellow in the Institute for Sustainable Solutions at Portland State University.

The SweetLab develops and implements cellular and satellite based "Internet of Things" sensor technologies designed to improve the collection of, and action on, data in global health programs. We deploy and study high efficiency cookstoves, water pumps, household water filters, sanitation systems, pedestrian footbridges and other developing world appropriate technologies. The SweetLab has projects in India, Nepal, Indonesia, the Philippines, Rwanda, Kenya, Uganda, Haiti and other countries.
