SeaGL is a grassroots technical conference dedicated to spreading awareness and knowledge about the GNU/Linux community and free/libre/open-source software/hardware. Our goal for SeaGL is to produce an event which is as enjoyable and informative for those who spend their days maintaining hundreds of servers as it is for a student who has only just started exploring technology options. SeaGL's first year was 2013.
The 2019 Seattle GNU/Linux Conference is scheduled for November 15th and 16th at Seattle Central College (Maps). 9am-5:30pm both days.

This month our special guest is Jackson Voelkel, a Health Data Analyst on Kaiser Permanente’s GIS Team as well as an Adjunct Professor of Geography at Portland State University. He focuses on developing infrastructure for and performing advanced spatial analytics across healthcare, environment, urban planning, utilities, and econometrics. Jack will be joining us to talk about all this PostGIS (and Postgres), so come ready with all your favorite spatial database questions.

A: Yes.
Q: Is the space ADA accessible?
A: No, unfortunately at this time the building is not ADA Compliant. It is an old historical building.
Q: Will there be food and drink at this event?
A: Yes.
Q: What is the parking situation?
A: They are in downtown Vancouver and have about 9 spots, but not enough for the entire group. Because they are downtown, there is plenty of street parking that is affordable and nearby.
Q: Is there any special information that might help me find the entrance?
A: There is one front door that you enter and then go up a flight of stairs into a large open concept office space.
Q: Is there secured bike parking?
A: There is a standard bike rack in front of a restaurant near us, Thai Orchid.
Q: Should I consider using public transportation?
A: Yes. There is a bus stop within a block of our office. Traffic is usually pretty good and there is usually plenty of paid street parking available.
Q: Can I bring my dog?
A: No, we ask that you leave your furry friend home.
Purpose:
PDXWIT is a community-based non-profit organization. Our purpose is to strengthen the Portland women in tech community by offering educational programs, partnerships, mentorships, resources and opportunities. We are unifying a supportive environment for current and potential women in tech, all of whom are committed to helping each other. Our goal is to bring together and empower women in tech and to encourage others to pursue tech careers. This is our step towards reducing the gender imbalance in the industry and addressing the current negative effects of that imbalance on women.

Women Who Code Portland is holding a Kubernetes workshop!
Kubernetes has the reputation of being a complex system with a steep learning curve. We will see that it is, indeed, a complex system, but that it is possible to tame its most essential features in just a few hours. In this hands-on workshop, we will learn about Kubernetes and its key concepts, both in theory (we will become familiar with all the things evoked in the previous paragraph) and in practice (we will know how to use them to deploy and scale our applications).
This workshop is for developers, system administrators, and architects alike: anyone who needs to interact with a Kubernetes cluster, or who wants to understand practical Kubernetes concepts in order to design scalable applications.
This is what we will do:
- See what a containerized application looks like
- Learn about Kubernetes concepts, architecture, and network model
- Interact with a Kubernetes cluster with the kubectl CLI
- Create deployments, pods, services, daemon sets, and more
- Implement high availability and load balancing for our services
- Export and import YAML description of Kubernetes resources
- Deploy new releases of our application without downtime
- ... and some more!

The event cost is $12 for participants and includes lunch.

## PREREQUISITES
To make the most out of this workshop, you should be comfortable with the UNIX command line (be able to SSH into a remote machine, navigate directories, edit files with `vi` or a similar editor), and have basic knowledge of containers.
It's not necessary to be a Docker expert, but ideally, you'll have already built and run a container image (for instance with `docker build` and `docker run`).
If you don't have much experience with containers but still want to attend, we suggest that you catch up by following the "Hands-on Learning" tutorials on https://training.play-with-docker.com/ops-stage1/, for instance. (Other tutorials are good too!)

Reporters regularly bring us breaking news about government activities, including acts of malfeasance. They, of course, get tips from sources but also rely greatly on information found in public records requests. The Freedom of Information Act (FOIA) was enacted in 1966 to make government more transparent so journalists and the general public could hold the government accountable for its actions.
Surprisingly, though, the news media accounts for less than 10% of all FOIA requests![1] The largest three categories of requestors are businesses, individuals, and law firms, but other groups, such as universities and non-profits, also file requests.
The basic purpose of the act is to ensure an informed citizenry, which is vital to the functioning of a democratic society. While FOIA only applies to federal records, each state has its own laws and processes related to public records, and Oregon is no exception.
Getting started in submitting public records requests can be intimidating. What exactly is a public record, and how does an individual request one? Are there fees involved? What options are available if a request is denied?
The people at Lucy Parsons Labs have filed many requests for records, uncovering corruption and other wrongdoing in the Chicago area, and are willing to share their experiences and expertise with us! At this meeting, LPL's Community Organizing Chair will speak to us via teleconference and share tools and tips for submitting requests so we can keep government agencies both transparent and accountable to the people.
Join us for a great presentation and discussion about FOIA and public records requests! We'll have snacks, and there will be an opportunity for networking afterwards. We hope to see you there!

The technology industry is often viewed as a source of innovation and disruption to established institutions and markets, as well as. a driver of economic growth for region's that can support a strong, vibrant tech ecosystem. What are the prospects for Oregon and SW Washington in this race for talent, innovative companies and, ultimately, economic prosperity? In this presentation, TAO President and CEO, Skip Newberry, will delve into the trends, companies and sub-sectors to watch, providing insight into the relative health of the region's tech ecosystem.
Speaker Biography
Skip is a frequent speaker on technology trends and topics, economic development, public-private partnerships and civic innovation. Before joining the TAO, Skip served as an economic development policy advisor to Portland Mayor Sam Adams, where he helped create Portland’s first comprehensive economic development strategy in 16 years, recognizing software as a key industry cluster. While at the City of Portland, Skip’s projects included the adoption of the nation’s first open source software procurement policy at the municipal level, an award-winning regional open data initiative and the development of resources to support entrepreneurship, like the Portland Seed Fund.
Previously, Skip was a corporate and IP attorney and entrepreneur. Skip is Chairman Emeritus of the Board of Directors of TECNA, Technology Councils of North America, which is a global network of technology and entrepreneurship associations, and he serves on the community advisory board for Wells Fargo and several community-based organizations in the Portland area. Skip is also a 2012 recipient of the Portland Business Journal’s 40 Under 40 award. When he's not working on behalf of the region's tech industry, Skip enjoys exploring the Pacific Northwest with his family.

Translating human emotions into the language of neurons is one of the fundamental challenges in affective neuroscience and critical for understanding the neuronal basis of many mental illnesses. But we currently have no quantitative understanding of how emotions emerge from the activity of neural networks in the brain. Capturing the essence of emotions with computational methods might seem like an oxymoron given lay conceptions of emotions as irrational forces that inflexibly bias behavior away from rationality. However, it is increasingly clear that the neural circuits mediating emotion and decision making are highly intertwined. After decades of research suggesting the amygdala mainly contributes to emotion and simpler forms of associative learning, researchers are just beginning to explore the computational boundaries of amygdala function. The emerging perspective, which Dr. Costa will discuss, is that the computational goals of emotional circuits in the brain are much richer than simply identifying things as good or bad.
Dr. Vinny Costa is an assistant professor in Department of Behavioral Neuroscience and in the Division of Neuroscience of the with the Oregon National Primate Research Center. Dr. Costa's research is focused on using computational approaches from reinforcement learning and decision making to understand the function of the mesolimbic circuits in emotion, cognition, and disease. To do this he takes a multidisciplinary approach combining computational modeling of behavior, neurophysiology, neuroimaging, psychopharmacology, and chemogenetic methodologies in rhesus macaques and humans. |

This highly interactive, instructor-led simulation is a high-impact, energetic way to accelerate understanding, involvement, and acceptance of DevOps and Agile, Lean, ITIL® best practice in your organization. It helps accelerate the adoption of DevOps across the enterprise, while successfully turning DevOps opponents into advocates. By helping to clearly communicate the DevOps case for change, it creates shared understanding and commitment towards Development and Operations working together as a high-performing team. This unique experiential learning approach causes breakthrough understanding and transforms learning into an engaging, fun, and memorable shared experience.
HOW IT WORKS
The DevOps simulation experience is a role-based workshop, focused on the software development and deployment lifecycle. The simulation is highly realistic, and leverages game dynamics to empower cross-functional teams with a shared vision of successful DevOps practices. Participants from a variety of disciplines are immersed into a simulated environment whereby they are challenged to release new products while internal and external forces continually change. This realistic approach delivers a level of tension and excitement that creates an ‘A-HA!’ moment for all involved.
WHAT YOU'LL EXPERIENCE
Accelerated understanding of the benefits of DevOps best practice to large audiences
Rapid familiarization with DevOps terminology and Agile, Lean and ITIL v3 processes
Understanding of how DevOps best practice can facilitate alignment of IT to business objectives
Understanding of DevOps practices that can be executed with immediate effect
