Doug Schepers is the founder and director of [Fizz Studio](https://fizz.studio/), an accessible data visualization startup in Chapel Hill, NC, USA. He develop his ideas and early prototypes for accessible charts while working with the accessibility community at W3C. As a developer who defined Web technologies and standards at W3C for a decade, he launched or worked on fundamental projects such as SVG (and the Accessible SVG Task Force), WebApps, Web Audio API, Touch Events and Pointer Events, Web Annotations, and many other technologies, as well as starting the W3C developer relations program. He believes in positive social change through building communities and interoperable open technology. |

Fighting Surveillance Tech: Seattle Surveillance Ordinance & Port Biometrics

On September 9th, the Portland City Council passed two facial recognition ban bills. With the first, the City joined a group of thirteen other cities in addressing use of the technology by public agencies. Portland went a step further, though, and became the first city in the US, and possibly the world, to also ban use of facial recognition technology by private entities!
While banning facial recognition limits tracking of our faces as we go about our daily lives, a number of other biometric technologies such as gait recognition, iris and retina scans, and heartbeat recognition can be used to work around these bans. Even non-biometric technologies, like automatic license plate readers (ALPR) and social media monitoring, can also be used to track our movements and actions. For this reason, the City must also consider limiting use of other surveillance technologies and create a broader surveillance ordinance.
Several US cities, including Seattle, Oakland, and Somerville, MA, have adopted such ordinances, which typically require public input as well as City Council approval before surveillance technologies can be used by government agencies.
This presentation will cover a brief overview of the Seattle Surveillance Ordinance, recommendations for Portland privacy/tech activists about passing a Portland Surveillance Ordinance, and recent activism happening regarding the use of biometric technologies at the Port of Seattle (namely at SeaTac airport). The overarching focus will be more on specific takeaways for Portland based on what activists have learned in Seattle. It will also touch on the broader collection of biometric information. Since Seattle has one of the earliest Surveillance Ordinances in the nation, it also has a number of imperfections (like any beta or v1 software). There are some important lessons that Portland could learn from Seattle, in the hopes of Portland eventually having a stronger Surveillance Ordinance of its own.
The first roughly 45 minutes will consist of the presentation and the remaining time is set aside for questions and discussion. Please bring your questions! We hope for a lively and interactive discussion after the presentation.

The speaker has nearly a decade of experience working in tech, primarily in cybersecurity. More recently, they've been civically engaged in regards to surveillance technology in the greater Seattle, WA area.

Morning Session: 9AM – 11:30 AM: Eric Lyness and Victoria Da-Poian, NASA
Eric Lyness is the NASA software and operations lead at Goddard Space Flight Center for the Mars Organic Molecule Analyzer on the ExoMars 2020 rover and Victoria Da-Poian is an Aerospace Engineer. They will present their talk, Machine Learning to Find Life on Mars and Beyond.
In 2021 the European ExoMars rover will land on Mars with the Mars Organic Molecular Analyzer (MOMA) laboratory to analyze soil samples searching for past or present life. NASA is developing machine learning algorithms to help the scientists more quickly analyze the data when it arrives from Mars. In this talk, we will present the current work using MOMA mass spectrometer data acquired during ground testing. Using this data we are aiding the scientists by matching new spectra with the most similar spectra from past experiments. We will present the nuances of mass spectra, our limitations with respect to data, and our approach to the problem. We hope to elicit feedback from the attendees.

James MacKinnon is a computer engineer at the NASA Goddard Space Flight Center in the Science Data Processing branch. He received both his B.S. and M.S. at the University of Florida. His most recent work includes developing the payload processing FPGA design for the NASA-developed CeREs CubeSat, and being a principal investigator on an internal R&D project with the goal of designing a neural network for detecting wildfires from multispectral imagery. His expertise includes FPGA development for high-performance, space-based data processing systems, machine learning for science data, and reliable software design.

Morning Session: 9AM – 11:30 AM: Eric Lyness and Victoria Da-Poian, NASA
Eric Lyness is the NASA software and operations lead at Goddard Space Flight Center for the Mars Organic Molecule Analyzer on the ExoMars 2020 rover and Victoria Da-Poian is an Aerospace Engineer. They will present their talk, Machine Learning to Find Life on Mars and Beyond.
In 2021 the European ExoMars rover will land on Mars with the Mars Organic Molecular Analyzer (MOMA) laboratory to analyze soil samples searching for past or present life. NASA is developing machine learning algorithms to help the scientists more quickly analyze the data when it arrives from Mars. In this talk, we will present the current work using MOMA mass spectrometer data acquired during ground testing. Using this data we are aiding the scientists by matching new spectra with the most similar spectra from past experiments. We will present the nuances of mass spectra, our limitations with respect to data, and our approach to the problem. We hope to elicit feedback from the attendees.

Afternoon Session: 1:30 PM – 3:30PM: Detecting Wildfires in MODIS data using Deep Neural Networks with James MacKinnon, NASA
James MacKinnon is a computer engineer at the NASA Goddard Space Flight Center in the Science Data Processing branch. He received both his B.S. and M.S. at the University of Florida. His most recent work includes developing the payload processing FPGA design for the NASA-developed CeREs CubeSat, and being a principal investigator on an internal R&D project with the goal of designing a neural network for detecting wildfires from multispectral imagery. His expertise includes FPGA development for high-performance, space-based data processing systems, machine learning for science data, and reliable software design.
Wildfires are destructive to both life and property, which necessitates an approach to quickly and autonomously detect these events from orbital observatories. This talk will introduce a neural network based approach for classifying wildfires in MODIS multispectral data, and will show how it could be applied to a constellation of low-cost CubeSats. The approach combines training a deep neural network on the ground using high performance consumer GPUs, with a highly optimized inference system running on a flight-proven embedded processor. Normally neural networks execute on hardware orders of magnitude more powerful than anything found in a space-based computer, therefore the inference system is designed to be performant even on the most modest of platforms. This implementation is able to be significantly more accurate than previous neural network implementations, while also approaching the accuracy of the state-of-the-art MODFIRE data products.
- What methods can be used for a decision making process (classical expert system approach, ML approach) and to understand how the process works?
- How do we choose new data to collect with an engineering test unit on Earth?

Ray tracing is an algorithm for generating 3D images and involves tracing rays of light around a virtual scene. Ray tracing is more computationally intensive than rasterization (which is used for video games) but is better at capturing phenomena like reflection and refraction. A simple raytracer can be written in a day, while complex ones requires advanced physics equations and statistical techniques. In this 90-minute talk, we'll cover enough material for you to build your own raytracer, and some more advanced features you could add to continue developing. Ray tracing lends itself to object-oriented programming so we'll also get some practice with typescript.
