    Who: Dr. Carl Reed is the Chief Technology Officer at the Open Geospatial Consortium, Inc. Dr. Reed continues to manage the process by which formal OGC Implementation Specifications are developed and adopted by the OGC membership, and he facilitates the Planning Committee meetings and work with the OGC Interoperability Program as a member of the architecture team.
