Access to Justice Hackathon: Improving access to justice through technology

The MBA is partnering with the Technology Association of Oregon to host a hackathon focused on improving access to justice and services for self-represented litigants and the homeless.

WHAT IS A HACKATHON? A hackathon is an event at which a large number of people meet to engage in a collaborative endeavor, splitting into teams and brainstorming new solutions to existing problems.

COLLABORATE AND TAKE ACTION: This is a 2 day event. Will we kick off the event on Thursday May 17th with an introduction to the problems being worked on, networking, and team building. Friday May 18th, teams will work on the solutions to the problems before presenting their solution to a panel of legal and technical judges.

The hackathon will focus on improving accessibility and efficiency for access to homeless shelters and support services, pro bono volunteerism, and the new courthouse. There will be four problems teams can choose to work on:

  1. Working with LASO to identify ways to harness technology to connect lawyers to pro bono opportunities;
  2. Partnering with Transition Projects, Inc. to brainstorm about how an app or website can make it easier for homeless and people in transition can find shelter beds, meals, and other support services;
  3. Working with a representative of the Multnomah County Courts to develop technology that helps self-represented litigants navigate the courthouse and legal system;
  4. Partnering with a representative of the Multnomah County Courts to develop technology to assist those without limited or no financial resources in understanding where they need to be (and when) for court appearances, and assisting those individuals with transportation options and directions.

The Text A Lawyer co-founder team is preparing for an investor demo day event in the bay area in early June. We're looking to discern who should handle pitching and who should handle Q&A. We're planning to record things so we can replay all your helpful feedback (internal use only, promise).

We are going to follow the time format precisely: 10 minutes -- introduction

5 minutes -- Katia will pitch

10 minutes -- Katia's Q/A session

5 minutes -- Kevin will pitch

10 minutes -- Kevin's Q/A session

10 minutes -- Katia and Kevin will leave the room for the judges (you) to deliberate. Yes, we'll leave the recording on so we can listen later but we're hoping you can speak freely an honestly. -- We can take some tough love.

10 minutes -- We'll quickly tally the votes and announce who's doing what in at the Batchery.com demo day next month. Share a drink and snack with us - we'll stay around to chat.

Controversy over the last year concerning the publishing of a Dutch scientist’s research on smallpox points up the strategic concerns with the availability of sensitive information. Most companies recognize that U.S. export control laws apply to shipments of products or technical data out of the United States to another country.

Some companies still do not realize, however, that the sharing of technology or source code with a foreign national is also an export – even when the foreign national is within the United States. Under the "deemed export rule" in the EAR - Export Administration Regulations (or parallel prohibitions under the International Traffic in Arms Regulations - ITAR, which applies to exports of military items) , a transfer of technology or source code (except encryption source code) is "deemed" to be "an export to the home country or countries of the foreign national."

This rule has important implications for any company that employs foreign nationals or has business dealings with foreign companies. Universities can be covered if hosting foreign nationals, sharing research or if involved in academic exchanges. Recent revisions to U.S. Citizenship and Immigration Services' regulations require human resources personnel to have an understanding of the implications of a “Deemed Export” and understand when the employer/institution might be required to restrict a foreign national's access to any technology until a “Deemed Export” license is obtained. Companies that violate the rule with respect to transfers of commercial or dual use technology and software risk civil and criminal fines, potential loss of export privileges, and negative publicity.

This afternoon program will provide an overview of the deemed export regulations, proposed revisions and measures and practices necessary to comply with the rules. The presentation will cover the exceptions to the regulations and suggests ways in which to structure a compliance program so that company, university and research staff are aware of the regulations and their responsibilities. Presenters will include attorneys from Dorsey & Whitney, Ater Wynne and the Export Compliance Manager from Oregon Health Sciences University.

And when can a startup get by without one? The members of PIE invite you to join them for a great session on understanding better when and when you don't need a lawyer.

We have invited one of the tech startup industry's best law firms to come and talk to the entreprenuers in Portland's startup scene. Neil Nathanson from the Portland office of the leading startup law firm Perkins Coie, will talk about the critical points in a startup's lifecycle where having your own legal sledgehammer is essential. Also joining him will be Jeff Bock, addressing licensing and intellectual property issues and Neil addressing corporate and finance issues. He will also cover what sort of services and counsel you can expect from a law firm and then be open for a Q&A session.
