While some uses of facial recognition\, like unlock ing your phone\, may be convenient\, others allow your facial informatio n to be collected\, used\, and shared\, without your knowledge or consen t. Both governments and companies are now getting in on the act\, often with little to no oversight or rules in place. In addition to these tran sparency issues\, facial recognition software programs have varying degr ees of accuracy and have been shown to be less reliable when analyzing p eople of color\, women\, and children. \;\n \;\nBecause of this fa cial recognition free-for-all\, and due to the fact that our faces canno t easily be changed\, some cities\, including San Francisco\, Oakland\, and Somerville\, MA\, have banned government agencies from using facial recognition. Portland city officials are also considering a facial recog nition ban and are exploring going a step further in order to address us e by private entities as well. \;\n \;\nSmart City PDX is preparin g two separate ordinances — one for public agencies and another for priv ate entities — and both are tentatively scheduled for City Council heari ngs this spring. Negative impacts of s urveillance technologies are disproportionately experienced by Black\, I ndigenous\, and People of Color communities. Abuses derived from surveil lance technologies can endanger people’s freedoms\, civil rights\, and l iberties. \;\n \;\nExisting Portland policies define surveillance technologies as any software\, electronic device\, system utilizing an e lectronic device\, or similar used\, designed\, or primarily intended to collect\, retain\, analyze\, process\, or share audio\, electronic\, vi sual\, location\, thermal\, olfactory\, biometric\, or similar informati on specifically associated with\, or capable of being associated with\, any individual or group. \;\n \;\nThis definition covers certain s urveillance technologies\; however\, emergent technologies\, including a rtificial intelligence and predictive inference algorithms\, are not nec essarily covered by this definition.
