DESCRIPTION:Join us to discuss and contribute to the development of the C
ity’s surveillance technologies policy by exploring what surveillance te
chnologies are and how Portlanders can have better control of technology
being deployed and used in the city.&#13\;\n&#13\;\nIn this codesign ev
ent\, attendees will have the opportunity to learn about existing city p
olicies on privacy and digital justice\, and contribute to the city surv
eillance policy development and outcomes that are going to inform the po
licy.&#13\;\n&#13\;\nListen to an introductory presentation from City st
aff to learn about surveillance technologies policy development and how
other communities define Community Control over Surveillance Technologie
s (CCOS).&#13\;\n&#13\;\nJoin other participants in breakout rooms to ex
plore:&#13\;\n&#13\;\n- An updated definition of surveillance technologi
 es considering emergent tech and impacts in the Portland community&#13\;
\n&#13\;\n- What Community Control over Surveillance Technologies (CCOS)
governance could look like in Portland&#13\;\n&#13\;\n- Listen to other
participants and share your experiences for how surveillance technologi
es impact residents and visitors in Portland&#13\;\n&#13\;\nThis event i
s open to all Portlanders and is organized in collaboration with Smart C
ity PDX\, the City of Portland's Office of Equity and Human Rights\, PDX
Privacy\, and Cascadia Partners.&#13\;\n&#13\;\nBackground on City of P
ortland privacy and surveillance policy development:&#13\;\n&#13\;\nThe
City of Portland is working on developing a comprehensive surveillance/
privacy policy. This policy will create the transparency and accountabil
ity processes for use and purchase of surveillance technologies. It will
also define roles and responsibilities for decision making\, oversight\
, and implementing aspects of this policy.&#13\;\n&#13\;\nThe Smart City
PDX program and the Office of Equity and Human Rights are coordinating
policy development actions\, including policy drafting\, City of Portlan
 d agencies coordination\, and public engagement.&#13\;\n&#13\;\nThese po
licies need to be informed by those most impacted. Negative impacts of s
urveillance technologies are disproportionately experienced by Black\, I
ndigenous\, and People of Color communities. Abuses derived from surveil
lance technologies can endanger people’s freedoms\, civil rights\, and l
 iberties.&#13\;\n&#13\;\nExisting Portland policies define surveillance
technologies as any software\, electronic device\, system utilizing an e
lectronic device\, or similar used\, designed\, or primarily intended to
  collect\, retain\, analyze\, process\, or share audio\, electronic\, vi
 sual\, location\, thermal\, olfactory\, biometric\, or similar informati
on specifically associated with\, or capable of being associated with\,
any individual or group.&#13\;\n&#13\;\nThis definition covers certain s
 urveillance technologies\; however\, emergent technologies\, including a
rtificial intelligence and predictive inference algorithms\, are not nec
essarily covered by this definition. The City is exploring an updated de
finition of surveillance technologies that includes these new and emerge
nt information technologies.&#13\;\n&#13\;\nRead more about the policy r
