 I will describe how I recently&#13\;\ncreated a &quot\;crosswalk&quot\; 
 table that correlates census tracts in 1980 with&#13\;\ncensus tracts in
  2000 in the Portland region (well\, Washington\,&#13\;\nMultnomah\, and
  Clackamas counties)\, so that we could see poverty&#13\;\ntrends over t
 he last 25 years.&#13\;\n&#13\;\nI used PostGIS\, Census naming conventi
 ons (&quot\;FIPS codes&quot\;)\, and lots of&#13\;\nouter joins.  So if
